Bill is a graduate of the University of Toronto. He qualified as a Fellow of the Casualty Actuarial Society and the Canadian Institute of Actuaries in 1982. He is active in the professional activities of the Canadian Institute of Actuaries, including service as chairman of the Committee on Property and Casualty Insurance Financial Reporting and as a member of the Institute’s Council.

Bill has many years of experience in property casualty insurance as a consultant, actuary and manager. He advises property and casualty insurers, associations, and government agencies in Canada and the Caribbean, on matters such as financial reporting, product pricing and mergers and acquisitions.

He joined Eckler in 1992 to lead its property and casualty insurance consulting activities. In 2000, Bill was elected Managing Principal of the firm and, in this role, he coordinates the efforts of all practice areas and the various offices throughout Canada and the Caribbean.
