Judith Roberge, Director, Capital Division, OSFI
Judith Roberge is the Director, Property and Casualty Insurance, Capital Division for the Office of the Superintendent of Financial Institutions (OSFI).  Judith possesses an in-depth knowledge of the Canadian financial institutions’ regulatory and supervisory system having 24 years of experience at OSFI.  Judith is responsible to update the Canadian risk-based capital framework for property and casualty insurance companies and branches and to ensure that it continues to reflect the current industry’s risks.  Judith is also responsible for the implementation of the process and the organizational structure to develop a company specific risk based capital adequacy framework for the Canadian P&C insurance industry; e.g. internal models.

Judith is the Chair of the Canadian Council of Insurance Regulators (CCIR) Capital Requirements Information Committee, which has the mandate of sharing information on the developments of regulatory capital requirements under the standardized approach and the internal model approach for both life and P&C insurance industries.  The current development of a new solvency framework in both insurance sectors, based on more sophisticated risk based methods, calls for an enhanced communication process for all the Canadian regulators involved as it will have an impact on all Canadian insurers.
