Paul Kovacs

Paul Kovacs is Canada's leading authority on insurance and climate change. He is the founder of the Institute for Catastrophic Loss Reduction at the University of Western Ontario and the President of PACICC.

Since 1996 Paul has been a contributing author to the Intergovernmental Panel on Climate Change, the world's leading forum for the study of climate issues and winner of the 2007 Nobel Peace Prize. He is presently preparing a special report for United Nations climate change negotiators promoting insurance as a mechanism to advance disaster risk reduction.

For more than thirty years Paul has been popular commentator on insurance, disaster safety and economic policy. He has written more than 200 publications and articles and he is a passionate champion for insurance, disaster resilience and adaptation to climate extremes.

Paul has worked in private industry, governments and academia. For almost twenty years his focus has been on insurance issues. Paul serves on a number of Canadian and international advisory boards, and he has a growing collection of bow ties.

ICLR: The Institute for Catastrophic Loss Reduction is a world renowned research group seeking to reduce the loss of life and property damage caused by earthquakes and severe weather. The Institute is based at the University of Western Ontario and provides a forum for leading international researchers to work with experts in private industry and the public sector to advance disaster loss prevention and adaptation to climate extremes. The insurance and reinsurance industries provide core funding and ongoing support for the Institute. During its first decade the Institute's team of 30 senior scientists and 100 students completed research worth more than more than $50 million and published more than 300 papers on a broad range of disaster resilience issues, including design and construction of disaster resilient homes and development of comprehensive hazard risk management tools for municipal leaders.

PACICC: The Property and Casualty Insurance Compensation Corporation protects eligible policyholders from undue financial loss in the unlikely event that an insurance company fails. Over the last twenty years the Corporation has responded to a dozen insurance insolvencies and has paid out more than $150 million in support to more than 250,000 Canadians.
