Philipe A. Sarrazin, , LL.L., B.B.A., CPA, CGA, Managing Director, Legislation and Policy Initiatives Group, OSFI

PHILIPE-ANTOINE SARRAZIN is the Managing Director for the Legislation and Policy Initiatives Group, part of the Legislation and Approvals Division at the Office of the Superintendent of Financial Institutions.  Since joining the Office in May of 2007, he led the implementation of the Part XIII amendments on the regulation of foreign insurers.  He also oversaw OSFI’s reinsurance initiatives which resulted in the revamping of Guideline B-3 and is currently in charge of a group of policy makers that have issued mortgage underwriting guidance for banks and that have modernized the corporate governance guidance previously issued by the Office.  Prior to this, he served as Senior Legal Counsel for the Office and worked in various capacities at the Canada Revenue Agency, where he was a member of the national GAAR Committee.  A veteran trainer at l’École du Barreau du Québec, Mr. Sarrazin graduated from the civil law faculty at Ottawa University in 1991 and has been a member of the Quebec Bar since 1992.  He also obtained a bachelor’s degree in business administration from the Quebec University, graduating in accounting sciences in 1997, and has been a member of CGA-Québec since 1999 (now using the CPA, CGA title).
