Richard Xu
Director, Actuarial Division , OSFI

Richard Xu joined Office of the Superintendent of Financial Institutions (OSFI) in April 2013. As a Director, Richard provides his expertise in P&C insurance risks to the Actuarial Division and other divisions across OSFI. His responsibilities are divided into two main parts:

      1. Supervision: to assess the risks of insurers from an actuarial perspective including reviews of Appointed Actuary Reports and Dynamic Capital Adequacy Reports, and
      2. Regulation: to contribute to OSFI’s policy development in the insurance sector.

Prior to joining OSFI, Richard worked for two large P&C insurers. Through his seven years of work in the industry, he gained extensive pricing experience for both commercial and personal lines, including generalized linear model application.

Richard holds a Bachelor of Science degree from University of Toronto and is a Fellow of both the Canadian Institute of Actuaries (CIA) and the Casualty Actuarial Society (CAS). He also actively volunteers on various CIA/CAS committees.
